Graduated in Law in Teramo in 1979, with honors, and in 1987 obtained a PhD in Tax Law at La Sapienza University of Rome.
Registered with the Arbitration Chamber at the Supervisory Authority for Public Contracts, he has been a member of arbitration panels and testing commissions several times.

Collaborator from 2005 to 2012 in the study and research activities of the Tax Studies Commission at the National Council of Notaries.
Collaborator and consultant to the Ministers of Finance Gallo (1993), Fantozzi (1994/5), Visco (1996/99 and 2006-8) and Del Turco (2000).
Participated (2007/8) in the Commission chaired by Prof. Rey for the methodological review of sector studies. Former member in 2007 of the Committee for the application of the anti-avoidance rule and, in 1996/7, of the ministerial commissions for the issuance of delegated decrees on capital income and assessment by agreement. Member of the scientific committee for the drafting of municipal regulations on revenues at the Municipality of Rome in 1998.
Former coordinator at the University of Teramo of the Advanced Course in Tax Procedures and Process, and of the two-year Interuniversity Master's in Tax Law. Coordinator of the module "Assessment and Sanctions" in the Master's in Tax Law organized by IPSOA in Milan.
He is a lecturer in numerous postgraduate, training, specialization and professional development courses at universities and national, public and private institutions.
Speaker at numerous national conferences, from 1989 to the present.
Author of over four hundred publications, he is part of the editorial board of the journals Rassegna tributaria, Rivista trimestrale di diritto tributario, Diritto e processo tributario, and of the scientific committee of Corriere tributario.
